Coach Accelerator Programme

Advisory Group Terms of Reference

Title: Coach Accelerator Programme Advisory Group (“Advisory Group”)
Purpose: To provide strategic guidance and support to the Coach Accelerator Manager

Responsible to: Coach Accelerator Manager with escalation point to the CEO of the New Zealand Academy of Sport North Island.

Date: June 2010

Background
The Coach Accelerator Programme is a joint initiative between SPARC, the New Zealand Academy of Sport regional operations and national sport organisations (NSOs). The programme is aligned to SPARCs High Performance Strategy 2006-2012.  The purpose of the programme is to provide leading edge elite High Performance coach professional development that develops coaches who are capable of coaching World and/or Olympic or Paralympic champions within 5 years of selection into the programme

1. Structure:
a) The Advisory Group shall consist of up to 5 members, made up as follows:
I. SPARC Performance Consultant: High Performance Coaching.
II. Up to 4 appointed members.
b) The Advisory Group shall be appointed by a selection committee (See below)
.
2. Duties and Responsibilities:.
The Advisory Group’s purpose is to advise on:
a. Strategy – understand the future needs of the current and future Coach Accelerator coaches, and advise on a plan that will meet those needs
b. Quality – test current policies and benchmark them against the best available
c. Performance - monitor progress v programme KPIs and advise whether the
programme is on track
d. Risk management – monitor any risk associated with the Coach Accelerator
Programme
e. Any other issues at the request of the Coach Accelerator Manager

3. Person Profile.
The following factors will be taken into consideration when appointing the Advisory Group:
a) Historic involvement in elite level competition, coaching, coach development, research, management or other contribution to high performance sport and/or other high performance endeavours.
b) Possession of a vision for excellence in High Performance Coaching in New Zealand.
c) Willingness to work positively within the Advisory Group to develop and enhance the quality of the Coach Accelerator Programme selection, content, delivery, evaluation and review processes.
d) Ability to operate supportively and constructively in an environment where individual views may be voiced, listened to and debated safely and professionally and where democratically voted decisions will be fully supported by the entire Advisory Group.

4. Operating Principles:
a) The Advisory Group shall be required to meet, either in person or via audioconference / teleconference, on at least 3 half-days per year.
b) The Advisory Group will always act in the best interests of the Coach Accelerator
Programme and NSOs and in doing so support the selected Coach Accelerator
Programme coaches and their NSOs.
c) The Chairperson of the Advisory Group is the spokesperson and carries the overall responsibility for the Advisory Group’s processes and performance. Chairperson responsibilities include:
I. Ensure the Advisory Group stays within its mandate
II. Liaise with Coach Accelerator Manager regarding agendas and preparation for
meetings
III. Ensure appropriate reporting of agreed actions and meeting minutes back to the
Advisory Group.
IV. Call Advisory Group meetings if requested by the Coach Accelerator Manager or
the CEO.
V. Lead meetings and teleconferences to ensure meeting outcomes are achieved
d) Advisory Group members are to be positive role models and are not to bring the Coach
Accelerator Programme or stakeholders into disrepute in any way.
e) If a member of the Advisory Group believes they have a conflict of interest in carrying out their duties, they will declare such a conflict to the Advisory Group. The Advisory Group will determine the appropriate course of action in the circumstances which may require the member to abstain from the particular selection issue. All notifications of possible conflict of interest and agreed actions must be recorded in writing, either in meeting minutes or in an email or letter from the effected member to the Advisory Group Chair (or in the case of the Chair, to the CEO).

5. Authority:
a) The Advisory Group shall operate within the above mentioned duties and responsibilities.
b) The Advisory Group shall not have the authority to incur any expenditure or liability on behalf of the Coach Accelerator Programme without the prior written consent of the Coach Accelerator Manager or the CEO.
c) The Advisory Group shall not speak publicly in any media on behalf of the Coach
Accelerator Programme on any policy or selection related issues, without the express
approval of the CEO.
d) The CEO of NZASNI has the discretion to remove members from the Advisory Group at any time for breaching these ‘terms of reference’ or if they believe that members are not acting in the best interests of the Coach Accelerator Programme.

6. Application Process:
a) Call for applications through SPARC, NZASNI, NZASI and HP Websites, and via email to NSO High Performance Directors and High Performance Managers. Specific individuals may be approached and encouraged to submit applications.
b) Applications shall be submitted electronically or in hard copy on the application form provided by NZASNI.
c) Applications must be made by the individual wishing to stand; there is no nomination procedure
d) The members of the Advisory Group shall be appointed by a selection panel comprising the Coach Accelerator Manager, NZASNI CEO and SPARC Performance Consultant: High Performance Coaching.

7. Term:
a) Advisory Group members are appointed for terms of differing duration. If a member resigns from the Advisory Group before the term expires the NZASNI CEO can appoint another member for the remainder of the term through the process outlined above.
